why does my pro1 printer print all B+W with light + dark lines mostly near the edges

When printing from my 430 canon printer and selecting "legal" size paper, I can not get a full page printed. It leaves off the last paragraph.

My Canon Pixma MG5220 lost power and will not power back on.
