Hi HenryB,
What you are describing is normal. The carriage holding the ink cartridges will only move when the power is on, so there is nothing wrong with your unit.

Printer head does not go to mid position to change ink. Power is off. Can't make it work. Have just repaced 2 ink tankss and the Head just remains to the right, no matter how often I raise and lower the cover. it is an MX892.

I have a Canon MB2020 and even though I have empty carrtridges they carridge will not move into the location
it should be .. is there a way to manually move the carriage without braking it?

Hi Taylor12,
You can try to gently pull the ink carriage over to the location to replace the ink. If the ink carriage is locked and wont move, the printer has experienced a hardware issue.
If the printer is still in it's 1 year warranty and you have a copy of the proof of purchase, you can call us at 1-800-OK-CANON (1-800-652-2666), Monday - Friday, 8:00 AM - 8:00 PM EST to process a warranty exchange.
