What is the specific issue? Does it power on? What camera and/or trigger are you using to control it? Are you controlling via radio or line-of-sight?

Please, you'll really need to be more specific.  How do you have it connected? In the hot shoe?  But by the title of your post, you mention "off camera".  So are you triggering it via optical line of sight or radio? And with what specific trigger?  Again, you need to provide details in order to help you.

So on the camera it won't flash? The confusion is that your thread title says off camera.

Does it flash if you fire the test button? (I.e. separate a flash problem from a camera problem).

It's a off camera flash  instead of a in camera flash
