imagePROGRAF Media Configuration Tool will not load

Whenever I try to open the Media Configuration tool so that I can setup customer paper for an iPF9400 plotter I get the error "

Warning 
The desired imagePROGRAF Printer Driver is either not installed 
correctly or not installed at all.  Please installed

even though I do have the driver installed and have attempted reinstalling multiple times.   How can I fix this?

If the drivers are installed and you are able to print without any issues, additional troubleshooting will be needed to narrow down the cause of this error.
