Has Canon ended the Toner Recycling pre-paid labels?

I've been trying to get a shipping label to return my empty cartridges for many months.  I get the same error every time. 

“The application has encountered an unknown error. Please try again in a few minutes!”

I have used this program many times in the past, and I'm wondering if this is going to get fixed or if this is Canon's way of ending the program.  I have so many saved up and it would be a shame to toss them in the dumpster.

Yes, that is the page that gives the error when trying to get a shipping label.  There doesn't appear to be a solution to this problem.

Hi,

Our Costco, Office Depot and Best Buy all take spent toner cartridges. There's a giant bin right inside the door at these locations near my home.
