Hi. I can't install my Canon IP3000 because it says it's retired. I read on a board here something about using a Windows 10 update or something even though I have Windows 11? Please help. Thanks so much.

The IP3000 is 19 yrs old. The windows 7 drivers might (could) work (maybe with limited functionality). You'd have to try.
