Hello,
The ink for the Maxify series would not slide to the changing position unless it detects the ink is low/empty. I checked an I was unable to locate any tape on the tank that needs to be removed. The ink should come in a sealed bag and have a seal on the back that is punctured once the ink is loaded. To prevent the tank from leaking, it won't slide to the changing position until it is low.
To see what might be going on, can you let us know what model/brand ink tank you are using and is the tape on the bottom, top or back of the tank?
