I've run both types of cleanings available and I'm still getting these toner marks down one side of my paper. This is pretty much a brand new printer. It started doing this part way into my first changed toner cartridge. How do I fix this?

The issue looks like there is toner powder on the inside of the printer or the cartridge is leaking. In this situation, you can try reloading the toner and checking for any loose toner powder that could be wiped up with a damp cloth. You can also check the toner cartridges to see if they are leaking. After reloading the toner, you can try cleaning the fixing assembly and ITB. If you continue to have issues, it looks like there is something wrong with the toner or the printer hardware. In this situation, you can contact support over the phone at 1800-652-2666 or log into your MyCanon account to check your service options.
