SELPHY CP740 says "No ink" with a fresh cartridge

Printer not used in 10 years.  Powers on. Able to choose photo off chip.  Press Print and printer makes whirring sound then gives message "no ink".  Ink cartridge from unopened package, 10 years old.  Do ink cartridges dry up, become unusable?  Are the ink cartridges still available?
