EOS Rebel T1i flash won't pop up. Any ideas?

I can't get the built in flash to pop up, doesn't seem like the latch solenoid isbeing energized. In auto mode, iso goes to 1600 in dark situations and no flashavailable.

Where do I go on a t3i to set the ratio?
