Rebel T3i DSLR: can’t use flash

So I have a previously used Rebel T3i DSLR camera, and I’m unable to use the flash. I press the flash button but the flash won’t pop up. I’ve tried to change settings, I’ve completely reset my camera, but nothing is working. I really need help. Thank you

If your camera is "previously used", it might be broken.
