I'm trying to use my canon t7 as a webcam, but the usb won't charge it. Is there any way to plug it in so it charges while running? Thanks!

Welcome to the forum.
No, the camera cannot be charged or powered via the USB cable.

You have to use Canon's AC power adapter and DC coupler (basically a "dummy" battery that plugs into the battery compartment) to power the T7 from the AC line.
(Canon CA-PS700 adapter and DR-E10 DC coupler)
