The default setting for High ISO speed noise reduction in my camera is Standard. Is there a downside to increasing the balance to the maximum?

With the exception of Long Exposure Noise Reduction and Highlight Tone Priority, all other in camera processing features only apply to JPEG images.
I think you will find that most of us here recommend you always shoot in RAW.
Noise reduction is a tradeoff. It works by reducing sharpness. Evaluate your RAW images in post and apply the appropriate amount of noise reduction visually.

The only downside is not trying it for yourself. You are the only one that can tell if you like what you see or not.
