I am in manual mode for my Canon R6 Mark I. The minimum shutter speed it will go down to is 1/60. However, it goes down to 1'' in auto mode and bulb in B. How do I get it to go lower in manual mode shooting?

Check your shutter speed range settings.

Waddizzle's idea is the first thing that came to mind for me as well. I took mine off the shelf to see where it is, so look in the Custom Functions (C.Fn) menu, tab 2 and scroll down to "Set shutter speed range". Press the SET button to go to the edit screen. By default, Lowest speed should be 30" and Highest speed should be 8000.
If that doesn't work, you may need to do a factory reset.
