I have a Canon Eos Id Mark II that needs to be refurbished. Does Canon do that? If so, what is the cost? It needs to be complete refurshised.

Canon isn't going to service a body that is now around 2 decades old and frankly unless it has great sentimental value, it isn't worth paying anyone to do it.
The 1D Mark II was my first serious digital camera, I bought it back in 2005 and still have it because the trade in value was very low decades ago when I upgraded through a series of 1DX bodies.
My 1DM2 captured a lot of good sports images and the image quality was great as long as there was plenty of light but huge gains have happened in sensor and AF technology since then. Its "sports crop" sensor provided good images as long as you could keep the ISO at 400 or below but it doesn't go far above that and at ISO 1,600 the noise was too much to provide a useful image. I regular capture images at 12,800 with my 1DX II and III bodies and even higher ISO is quite usable.
The 1DM2 was a great camera when it was in production and mine does have sentimental value because I captured a lot of photos of my daughter with it as she moved from youth forward into high school soccer. But if it needed a repair I didn't feel competent to undertake, it would still make a good "shelf queen" which is really what it is now.
You could buy a great new or used camera body many times more capable than the 1DM2 for a fraction of what a third party repair service would charge to do any work. The 1DM2 would be more of a historical/collector piece today. It was an expensive purchase when I acquired it but camera bodies rapidly lose value. On the plus side, I still regularly use the 24-70 f2.8 lens I bought with that body and the 70-200 f2.8 remains as a backup to my 70-200 f2.8 current version.
