Rf70 200 f2.8 stabilization issue

Is image stabilization option is gray out in the camera settings just with this lens i tried r3 and r6 and both has the same problem pictures came out blurry in hand held with slow shutter. Look like a stabilization issue

I have a EOS Rebel SL3 and I'm trying to use the macro lenses that came with my camera kit and they're not focusing when I put them on. Normally the camera focuses just fine, but as soon as I put the lenses on I can't get it to focus.
