Is this the EF 100-400mm (designed for DSLR Cameras) or the RF 100-400mm (designed for mirrorless cameras). None of Canon's DSLR or SLR camera lenses have a power zoom feature. Are you talking about Autofocus and Manual Focus. This is completely different from power zoom.

It is an EF 100-400mm 1:4.5-5.6 IS II USM (thats what on the end of the lens)

Does the focus distance indicator window change as the focus ring is turned. If NOT you have a lens problem. This lens provides manual focus override when the AF/ MF switch on the lens is set to AF. You can turn the manual focus ring at anytime without risk of damage the lens AF motor.

The focus rings wont turn.

Will the focus ring turn with the AF/ MF switch set to MF. If NOT your lens needs to be sent in for repair. The focus ring should turn even with the lens set to AF. Make sure your turning the smaller ring of the two on the lens. Link to Manual for Lens

It wont turn. I appreciate your help. I was hoping it would be an at home fix!

Could it be the smooth <-> tight ring is set for "tight"?  see this video from 1:50
