I have done all the cleaning and replace all heads. Only printing color. Need suggestions please. The model is TS9521C.

You have done the steps that we would recommend and since the issue is not resolve the printer would require service. If your printer is still in warranty and you have a copy of the printer's proof of purchase, Canon does have a chat team that would be happy to assist you with a warranty exchange.
