TR4722, was working via Wi-Fi, power off, and restart, shows connected does not print

The fix, was to change the Windows settings form devices. 
Go to Windows Settings, Devices, Printers & Scanners, select: Add a Printer or Scanner,
find: CANON TR4700, do remove and redefine... that fixed it.

Your printer's IP address could have changed after being turned off. If it is using DHCP to assign its address that can happen. Configure the printer with a STATIC IP address that is valid on your network, meaning its first three octets (like 192,168.1.x) are the same as the router's. The router will be .1, so the fourth number can be anything from 2 to 255 that is not being used by another network device.

STATIC addressing cannot change even if printer is off. You also set the router to reserve the printer address so DHCP can't use it for anything else. Your router manual, supplier or manufacturer can help you with that.

That sounds reasonable, but I have no idea of how to do that, or where to look.  FYI, I am retired IBM Field Engineer with 30+ years Large Computer Hardware/Software customer service, so do know my way around computers/networking, however, in this case, there is no documentation to support why it initially worked, and now it dosen't, especially when printer indicates "connected", yet doesn't print.

Start here. Log into the admin portal of your router and look at the list of attached devices.  

If a device is connected to your wired or wireless network, they will appear there.  I recommend using a static or reserved IP for persistent devices ( like a printer).  These are devices that don't "come and go" from your network. Assigning a static IP gives you a reliable and persistent destination for your printer.  "Address Reservation" or assigning static IPs is usually found under the LAN menu on most routers.  

Once you've done this on the router you'll want to power cycle your device.  Check the list of attached devices again and confirm it's using the IP you've assigned.  Now remove the printer instance from your computer.  Restart.  Now add the printer as a TCP/IP device using the IP you reserved previously.  If you need guidance let us know.
