PIXMA TR4720 - it only prints 1/10th of the page

Hello,
When I print from my Pixma TR4720 printer, it only prints a 1/10th of the page. 

It's a brand new cartridge, a recent download, plugged and unplugged.

The test page printed 1/4 of the page, and my document, I can only print 1/10th of the page.

I know that my printer did the same thing once the original incartridges were close to empty. I found this irritating, enough ink to print six partial pages but not enough to print one full page until I changed the cartridges, now why is that, I wonder. This may only apply to you, if your color cartridge is showing low, I suspect it will not print a full page no matter the color.
