Don't understand what this means on my ts3352 printer.

This looks like a boot rom failure. Can you print?
A power surge might also cause this behavior.
Start by turning the printer off. Unplug the power, Press and hold the power button for 15 sec. Then reconnect to power and retest.
What is the result?

It didn't work, it just keeps flashing like a broken 8.

I think your printer is done. It's probably time for a new one. The printer has a 1-year warranty. If it's within warranty, you can contact Canon. Otherwise I'd shop for a replacement.
