So far as I can tell, it's impossible to pair an R7 to a Mac because the EOS utility is ancient. A Canon "product expert" posted in 2023 that Canon was working on it. It's mid-2025.

Here's the issue, with aid from Canon telephone support. While the Canon site says it has detected the Mac, it did not detect the OS, so I had to selected it from the second pull-down menu. After I saw that the Mac was detected I didn't even notice the specific OS menu because it is incredibly rare for a site that recognizes the computer not to also recognize the running OS. The tech called it "operator error," but I call it "less than sterling software engineering by Canon." We can agree to disagree. Yes, 3.19 now appears and I'm installing it.

Because Canon's software development has never been stellar, especially for Mac's.
Generally, you don't need extra software anyway. What do you mean by "pairing" an R7?

Sequoia was released in 2024, not 2023.
Apple has released major updates about every six weeks since the initial release, reportedly to fix bugs and update security. Every major update released has seen Canon apps stop working.
This has been going on for many years. The other major camera manufacturers have similar issues with Apple.
Just as soon as Canon fixes it, Apple releases an update that breaks it again. Most Mac users seem to use card readers.

To answer your question. The latest Canon release for Sequoia was April 2025.
The most recent Sequoia update was last week. Sequoia 15.5, I believe.

First and foremost, I don’t speak for Canon. And, this is a social media platform, not Canon Sales or Service.
What version of Sequoia are you running? There have been at least two updates to Sequoia (15.4 and 15.5) since Canon released an update on April 1.
Judging by release dates, EOS 3.19.0 seems to have targeted Sequoia 15.3.#, which was released Jan 27.
Apple has released v15.4 on March 31, and beta release v15.5 on May 12. These releases appear to be too recent to be supported by the latest release from Canon. see release dates at the link below.

I do not know what you mean by "pair".
EOS utility 3.19.0.12 works for me on MacOS Sequoia 15.5 on a 2019 iMac. I am able to set the time on the camera from the computer. I am able to change the IPTC information on the camera. I am able to do remote live view photography.
I am also able to use macOS "Image Capture" to view the photos stored in the camera.
I am not a product expert, but only a user.

The utility would not open. Beachball and “not responding.” It's clearly software incompatible with the OS.

I agree, especially about Macs. You are supposed to be able to pair the R7 to Canon software on a Mac as you can to an iPhone, allowing for wireless file transfer, for instance.
