This had me puzzled for a while on my newly reinstalled W10.
finally figured it was actually my Anti-everything s/w that thought EOS Utility was attacking my Pictures directory. Set it as Safe Application and bingo....
took me a while and a couple of re-installs before I spotted the message in the Anti-everything messages.
