EOS R6 How to get histogram to be visible all the time

This may sound dumb but how do I set my histogram to be visible all the time in my viewfinder I have a R6
EOS R6 F-stop limited to F8 to F11

My R6 is only allowing a range of F8-F11 no matter what lense I use. Is it stuck in a mode or does it need repair

I have tried my 70-200 2.8, 50 1.8have not tried resetting; don’t know how I’m kinda new to this
