EOS R5 shutter speed won't go higher than 1/250

Hi, I have the Canon RF 24-70, f2.8 L IS USM lens. I shoot in manual, but I find I cannot go higher than 250 on the shutter speed. Any ideas why this is so?

Hi,how would I set the flash to work in HSS mode, so I can go higher on the shutter speed?
