My vixia hf100 won't hold a charge. The light blinks when its plugged in but it never actually charges. Should I get a new battery or is it an issue with the charger?

How old is the battery? It could be a case of it reaching its end of life if has been used for a long period of time. I would first try a new battery first.

Hard to say why your camera will not operate. Its approaching 15 yrs old. A new battery would be the first thing I try. It takes a BP-809. Given its age, I'd go with a hi-quality equivalent. They can be had for $15~$30. See if that resolves the issue.
If it doesn't, I would consider a replacement camera. Something more modern. Video technology has improved greatly in the past 15 years.
