Does Canon VB-M46 need SD card to function?

Hi everybody,
Does Canon VB-M46 need SD card to function? I afraid if someone stole my camera, they can get data stored in the SD card.

The Canon VB-M46 can be used without an SD card through a network where video is captured on the receiving end, but videos can also be stored on an SD card if there is one that is inserted in the PTZ camera.
