Canon eos R5C built-in fan not working

My name is Festus Jackson-Davis. I am a photographer and filmmaker based in Ghana, West Africa.
I currently use the Canon EOS R5C, and I have noticed that the internal cooling fan is not functioning. I would like to find out what could be causing this issue and whether it can be repaired.

Kindly advise on possible troubleshooting steps and let me know if there is an authorised Canon service center in Ghana or within the West African region where the camera can be assessed and repaired.

Before pursuing support I would do the following.  Remove any grip, rig or accessories connected to the camera.  You can leave a lens mounted if you wish.  

Using an SD card, make a backup of your settings, in both photo and video mode.  Once complete, perform a full reset of your Main and Custom functions in both photo and video modes. 

Once done, turn the camera on in video mode. If you are running firmware version 1.1.1.1 or later, you will be prompted to create a PIN.  As you may or may not be aware, you can disable the PIN entry requirement at startup by checking the box.  Next you will be prompted to set the date and time.

Once complete, check the fan mode settings.  See page 48 of the video user guide for reference.

Enure you do not have the fan disabled.  For this purpose you may want to just set it to always on.  Ensure you have it set to run in standby also.

Now exit the menu and put your ear very close to the vents.  Confirm if you can hear the fan.  It's extremely faint, (quiet) barely noticeable even when set to always on.  Hopefully you hear it and the issue can be attributed to a setting.
