"New" PIXMA PRO-100 has ink in tubing

I'm looking at buying a canon pro 100 and the seller has listed it as new however one of the photos shows an ink reservoir with ink in the tubing. The Printhead abd the actual ink looks sealed. Can anyone explain if this is part of the printer or if it's been altered in any way?

This printer has been modified with third party ink and the added reservoir.
