How do i print on only 1/2 of an 8.5 x 11 sheet and how do I designate which half to print on?

What product are you trying to create (that it matters what half its printed on)?

Camera is a CanonD80.  Software is default in Windows 10.  I have GIMP but have not yet learned how to use it properly.  Am trying to print cards.

Since you have a full suite of canon gear my rcommendation is to use Canon Digital Photo Professional for editing. You can download latest version from Canon support site.

Download Canon Print Studio Pro from the Canon printer support site. You can use that as a plugin to DPP. It will do what you want.
