I use a Pro9500 Mark II that still works fine, but it's getting harder to get the PGI-9 ink. I recently got a 10-pack of PGI-9 that had a PGI-72 Matte Black in place of the PGI-9. Are they the same? If so, can I use PGI-72 for all colors?

Cartridges have chips, so it is unlikely it will work. Did you buy it from an authorized canon dealer? You should return it.
