I was gifted a Canon Pixma pro9500 Mk II printer (used). Most ink cartridges were empty but there was ink everywhere. Is it possible to clean the ink cartridge area? I don’t want to spend $150 on ink and find out the printer doesn’t work.

It's impossible to know if the printer will work or not. The printer is at least 17 years old. If it has sat for any length of time unused, this won't help. Cotton balls, alcohol and sponges might help with cleaning. You could very well buy ink only to find out it doesn't work. It's condition and history might determine if it functions. Printing technology has evolved dramatically in the last 15 years. Money spent on a new device might be a wiser investment. That decision is up to you.
