Can't download pics onto computer

I have a Canon Powershot ELPH 115 is and I have a windows 8.1 and whenever I want to download my pics onto my computer, nothing happens. I tried taking out the SD card and putting it into the slot in front of the computer and nothing popped up, I tried using the USB cable and no window popped up, no indication what-so-ever came up saying anything about my camera, I even went into the settings of my computer and played around with a couple, nothing happened still. Please help!
