If some parts of the picture are blurry and others not, it's probably a focus problem. What exactly the problem is would depend on what parts are in focus vs what parts the camera thought were in focus.
If the whole picture is blurry, it's likely that the shutter speed is too slow.
You have read the instruction manual, right? The SX130 is not a cell phone camera.
