imageCLASS MF632Cdw Printing Pages That Are Completely Smudged

Last week when after switching out toner cartridges on my Canon imageCLASS MF632Cdw I get the below results. I have gone through all the maintenance me up options, researched ideas and cleaned the printer. Not sure what issue is or if I need to just replace printer?

The images look like there is a problem with the cyan toner or the image transfer belt is dirty. You can try reseating the cyan toner cartridge and checking it for any leaks. You can also check the inside of the printer for any loose toner powder that can be wiped up with a damp cloth. After reseating the toner, you can clean the printer's ITB using the steps in the link HERE.
