Repeatedly Spooling on in Sleep Mode - ImageClass D1650 Printer

I have a Canon ImageClass D1650 printer, which is about 4 years old.  Over the last few months, when the printer goes into sleep/low-power mode, it will make a noise where it will try to "spool" up to turn on for a few seconds, then go silent. And then it'll repeat itself over and over again.  Spool for 3 seconds, off for 3 seconds, spool for 3 seconds, off for 3 seconds, repeatedly until the printer is turned on with a print job. This happens all day, all night.

Tech support says it could be that the condensation setting is turned on. It's turned off. I have also already checked for the latest firmware, run feeder cleaning, and power cycled the printer multiple times.

What else could be causing the printer to act this way in sleep mode? I would greatly appreciate any advice you can give me before I take this in for repair. Thanks.
