I tried using the EOS Webcam Utility for windows 8.1 after connecting the camera with a 2.0 usb to usb mini, powering it up, and installing all the drivers, and it did not work. The CameraWindow software only does import and export of photos on a memory card. Is there anyway to have the camera be used as a webcam for live feed?

The PowerShot SX30 IS is not one of the cameras that is supported by that program. You can see the supported cameras by visiting the link below and scrolling to the bottom:
