EOS Webcam Utility Pro GUI does not start, and service does not stream video

I'm attempting to use EOS Webcam Utility pro so that I can use a 600D as a webcam, but the webcam output never shows anything but the "EOS WEBCAM UTILTY" splash screen and the Webcam utility pro application itself does not load. Any assistant getting EOS webcam utility to function correctly or even better narrow down possible causes would be appreciated. I'm happy to forgo the application that EOS Webcam Utility Pro added and use only the webcam service that the older EOS Webcam Utility non-pro offered if that would work better, but it seems like the "Pro" version may be more actively supported?

Expected/Actual Behaviors:

  1. Expected: When the EOS camera is turned on and connected, an app such as Microsoft Teams should receive live footage from the EOS camera. Actual: Teams (or other app) finds a webcam called EOS Webcam Utility and opens a video stream, but the video feed is just a constant "EOS WEBCAM UTILITY" cover image.
  2. Expected: double clicking the EOS Webcam Utility Pro shortcut in the start menu should launch the EOS Webcam Utility Pro application where I would be able to test the camera feed and configure settings. Actual: double-clicking the shortcut does nothing.

 

Full symptom list:

  • EOS Webcam utility installs without any errors reported.
  • EWCService and EWCPairingService services report as running in the windows services management app.
  • Attempts to open the webcam utility pro application results in nothing happening. No error popup messages are shown or any indication of any activity at all. No messages are printed to the console if you attempt to start the application from a command prompt.
  • When plugging in the camera's USB cable, windows plays a device attached chime and the 600D wakes up just like it does when connected to the computer that the EOS Webcam Utility works on. But the video feed from the EOS webcam utility virtual camera never shows anything but the "EOS Webcam Utility" image. The virtual camera feed does not show the usb disconnected icon or any other icon that could be useful for troubleshooting.
  • A minor detail: Every time the EOS webcam virtual camera source is started, it returns just a plain black fill for about 10 seconds until displaying the "EOS Webcam Utility" image. It looks like on my other PC on which the Webcam utility works the delay is much shorter.
  • Windows Event Viewer is strewn with errors from EWCService. These error events consist of the same 3 events, repeated about once each second continuously with only the start time changing. The three errors are copied at the end of this post.

 

Debugging steps already attempted:

  • Uninstalled EOS Utility in case it was interfering with the webcam utility.
  • Re-installed EOS Webcam utility in case the initial install was somehow faulty.
  • Reconnected the camera USB cable before and during attempts to use the EOS Webcam Utility webcam feed,
  • Disabled windows firewall and real-time virus protection both during install and attempts to use the application/service in case those were interfering.
  • Proved camera and cable are known good on another PC and with this same PC using EOS Utility's remote view shooting.
  • Rebooted the PC with or without the EOS camera connected.
  • Tried with multiple different webcam-using applications, one at a time, to ensure it is EOS Webcam Utility, not the app receiving the camera feed, that is at fault. Tried Windows Camera app, OBS Studio, Slack, and Microsoft Teams.

 

Relevant specs:

  • Using EOS Webcam Utility Pro 2.0.30
    • I've also tried EOS Webcam Utility (non-pro) 1.2, but it acted the same.
  • Camera: EOS 600D (branded T3i). The camera is powered with a battery-replacement power supply and in movie mode.
  • The USB cable is known good. Same cable+camera works with EOS Webcam Utility on another PC and works with this camera and PC when using EOS Utility.
    • I've also tried other known good USB cables.
  • I've tried multiple USB ports on the PC in hopes of trying multiple different host controllers.
  • This PC is running 64 bit windows 10 pro version 22H2 build 19045.3693. (and so is my other PC on which EWcUP works)
  • This PC (on which EWcUP does not work) is a few generations older than my other PC on which EWcUP works, but that should not be a factor. A i7 3770 still far exceeds the listed requirements of a "Intel Pentium 1.6GHz or faster processor."
  • There is no anti-virus software or remote management profile installed. Windows Defender and Firewall are running with the default settings.

 Basically the same issue. Here is what I have been told/read so far:
1. Contact Microsoft
2. You have a "home brew" system
3. It will not work with anything but Intel CPU's
4. It only work with "native" windows 10 or 11 and not on any upgraded systems.

My reply:
1. Microsoft has replied to other users about the EWC service issue and said it is Cannon that needs to fix an issue with the driver. More specifically the user needs an updated camera driver from Cannon.
2 and 4.I have tried installs on several systems and only one of them is a "home brew", the others came with Windows 10 pro or windows 11 Pro pre installed.
3.While one of the systems is running a multi core AMD the others are running Intel processors.

My conclusion: There is some sort of issue with the installer and/or the program. It works for some people, or many people depending on who is replying, therefore it is the user with the problem. I disagree with that assessment because the reply's do not fully help or fix the issue because I have issues across OS's and systems. If it was only the "home brew", OS upgraded, running AMD, system I could say "Oh...i see" but it isn't.

Do any of the reasons I gave above apply to your system?
