problem loading photos to win 8

I just purchased a new laptop (Lenovo) with Win 8 and I can't seem to load photos.  When I turn the camera on the laptop beeps once and nothing else happens. Thanks.

Just out curiosity, why do DSLR's have a shutter? Would it not be possible to electronically 'tell' the sensor to start and to stop processing the incoming light? What are the advantages of the current designs?
