Rebel XS blank images in manual

When in manual, all my pictures just show up as a blank, black screen. It only happens in manual. I have reset all the settings and it's still doing it. There's no error message and it acts otherwise normal, like it's taking a photo, but then instead of an image it's just black.

When you are in Manual, what are you taking a picture of, and what are your settings?

It's been my experience that pictures that come out black like that is because I have the shutter speed way too high and the picture is severely under exposed.
