I'm shooting video on an EOS R3.
I'm sending the video out to HDMI.
I'm using max image stabilisation.
Is the footage going down the HDMI cable pre-stabilisation? Is that possible? Can that be set?

If you use the standard stabilization, i.e., not any special video "digital stabilization" if available - the stabilization is mechanical, and there is no point that is "pre-stabilization", though you should be able to turn IS or IBIS off.

Canon AFAIK, always applies image stabilization before outputting HDMI.
