I recently purchased a Rebel T7 that is virtually brand-new, but was sold 'as-is' because of the fact the screen stays in "startup display mode" and will not switch to the main menu. The battery is at 100% charge, the display changes accordingly as I switch settings on the dial (but reverts back to "startup mode"), but it will not allow me to modify any settings, enter the main menu (menu button), switch display mode (disp button), etc. It acknowledges the sim card when I insert one. I do not have a lens at the moment. I thought about updating the firmware, but when I plug it in to a laptop, it will not recognize the camera if the sim card is still inserted. I tried various forms of a "reset" but nothing works. I'm not ready to give up just yet. Any recommended course of action to take from here?
I purchased this at a relatively low price so I do not mind putting a little more money into getting it repaired, assuming it can be done inexpensively (e.g., below the point at which it makes more sense to just go buy a new one). Considering the overall physical condition however (and a presumably low to 0 shutter count) I felt it was worth the gamble.

The camera seems to be in need of a professional once over by a Canon technician. It might not be worth the money to have it repaired, assuming Canon still repairs it.
Does the camera contain a memory card? If so, then try removing it before you turn on the camera Be sure to close the door.
No luck? Try this. Remove both battery and memory card. Close the door! Turn on the camera. Fully depress and hold shutter button pressed for at least 10 seconds. Release the shutter button. Turn off the power switch.
Hope for the best. Re-install the FULLY CHARGED battery. Close the door without installing the memory card. Turn on the camera and hope for the best.

Thank you for the information! I did try removing the battery and holding the shutter button to perform the reset, but unfortunately that did not resolve the issue. I recharged the battery to make sure it was fully charged as well. The thing is, I only paid $125 USD for this setup (body only, no lens) with battery and charger, so worse-case, I have a very expensive replacement battery to use once I do purchase a working camera!

Trying to understand why you would buy a camera that is defective.

$125 is a LOT of money for a defective camera. Putting that $125 toward a T7 that was actually working would have been more logical. A quick scour of eBay shows that for just a tiny bit more, you'd have had a working T7/2000D with a lens.

It was a calculated risk of sorts. I was taking a chance that the seller had simply turned on the camera, saw it was "defective", then did nothing further to troubleshoot, such as perform a reset. The problem is, the seller was supposed to include the 18-55mm lens with the purchase. That would have greatly reduced my risk in the event the camera itself was unusable. My potential loss would have been minimal, the upside being a new camera at a fraction of the cost, worse-case was a new lens and battery. He did not live up to his end of the deal and cheated me out of the lens. My gamble did not pay off!

So, if the camera was supposed to come with a lens--and it didn't--why did you keep it?

I'm actually returning it (just received it a couple days ago). It's of no use to me as-is. I'm just chalking this one up to "lesson learned".

Thank goodness!! I was worried that you got stuck with a $125 paper weight.
If you can swing $600 you can get an R100 brand new with an 18-45mm zoom from B&H Photo--not including the card--that will do what a Rebel used to do. I bought one as an emergency body for back-up and have wound up taking it everywhere I go because it is small and capable. Tremendous value. It's as basic as basic gets, but the amount of camera you get for the price is quite good. I have a soft spot for barebones goodness.
