Did you take Stephen the Moderator's advice and contact Canon (and/or Sigma) support? It sounds to me as though there might be a current leak between the lens body and the focusing motor. I suspect that the static electricity explanation is a red herring.
The camera's battery may not be able to deliver enough current to pose an actual danger, but it might be different id you ever used an AC adapter. In any case, it's not the sort of problem that lends itself to DIY experimentation.
