I have looked all throughout the settings and cannot figure it out. Is it under a different name?

I don't believe rebels have it, my T6S doesn't, they only have the "release shutter without card" setting.
In any case, you probably need to be in P or M mode to find the setting.

The T2i doesn’t need a menu option for “shutter release without lens” because it operates just fine without a lens, just like most (probably all?) Canon DSLR cameras.

No they don't. If it isn't in manual focus - which is selected on the lens - it won't take a picture without focus confirmation. This is my bane in really dim light.

I lied. It takes an "image" just fine with no lens.

I am assuming the Rebel will function the same as my 1D X.
Without a physical lens attached the answer is yes.
With a totally manual lens w/o contacts the answer is yes (you will get a 00 value for f/stop)
With a manual focus lens with aperture readout the answer is yes.
As kvbarkley says if it is an AF lens camera won't fire if lens is set for AF and the camera can't focus.
