I'm running El Capitan 10.11.6 on my desktop Mac and cannot connect to either the EOS Utility or to Photos. I've tried re-installing the software and I get nowhere. My camera is a 1300D. Please be gentle, im new to the DSLR and digital photo world.

Does the camera show up in the Finder?
If you got to Image Finder what is it set to do?
If if you remove card from camera and plug into computer card reader what happens?

The camera does not show up in Finder and in Image Capture, it only recognises my Iphone. Also my ye olde desktop doesn not have an SD card slot.

Wait I found out what the issue is.... It dosnt like the Wifi function being enabled. Once i switched it off both Photo and the utility opened.
"Wi-Fi/NFC] is set to [Enable], the camera cannot be connected to a computer. Set [Wi-Fi/NFC] to [Disable], then reconnect the camera to a computer with an interface cable"
