Your camera mode dial is set to Av mode, this is Aperture priority. In this mode you choose the aperture value - currently shows as F18, and can also change the ISO. Based on the light level and your chosen aperture and iso values the camera automatically selects the shutter speed to provide a good exposure.
If you want to control the shutter speed directly you need to choose either Tv mode - shutter priority, or M mode - manual - on the mode dial on top of the camera.
Tv is like the opposite of Av mode, you select the shutter speed and ISO the camera determines the appropriate aperture value automatically. Manual is where you choose aperture, shutter speed and ISO which means you determine the exposure value.
On many cameras you can also choose to use AUTO ISO instead of a specific value for a little more automation and help with getting a reasonable exposure.

I highly recommend downloading the manual. I have it on my laptop and phone for quick reference.
