If you are using a sufficiently steady platform, you should probably turn IS off anyway. IS does not do well with DC inputs.

Is this an EOS R thing? I have never had this issue with my Mark 3 and Mark 4. What is DC?

Direct current, low frequency inputs. Most lenses turn off the IS automatically in those situations, maybe the R is different that way.
