Canon 90D
1. When I bring up the Program Mode on the Quick Control Screen Tv and Av comes on for 1 second and disappear. ISO remains visible.
2. With TV, Av comes on for 1 second and disappear. ISO remains visible.
3. With Av, Tv comes on for 1 second and disappear. ISO remains visible.
4. With Manual, No problem. Everything comes on.
How can I fix this problem?
P.S. This is no problem with the information with the viewfinder.

I'm not sure there is a problem, unless I'm missing something.
In TV Mode, the camera controls the aperture.
In Av Mode, the camera controls the shutter speed.
In Program Mode, the camera controls both.
If you have manually selected an ISO, it will remain on in all three modes.
You should be able to see what the camera has chosen in your viewfinder with a half-press of your shutter button.

The Problem is not with viewfinder. The problem is with the Quick Control Screen.

Are you saying that no mode is displaying after 1 second?

Are you also pressing the Shutter Button?

I have a T8i and I tested this for myself. If I am in Av Mode, and I press the Q button, the shutter speed does not display uness I half-press the shutter button, or the * button, and the shutter speed will display for about six seconds.
The same holds true for Tv mode and the aperture.
Pressing these buttons takes you out of the Q or Quick Control function.
If you continue to hold one of those two buttons (the half-press shutter or * buttons), and don't let up on it, it will maintain that exposure.
I have also learned that you can lock that exposure by pressing and holding either the AF-On button or the little Depth of Field Preview button on the front of the camera.

When Metering Mode is activated the rear LCD Info screen turns into a real time display of the exposure settings, compensation and all. This behavior pretty much renders a mini-LCD screen on top of the camera moot.
I use this feature a lot when using a tripod to capture pano shots.The trick is to use the [Info] button to call up the settings display before you start metering. AFAIK, Sony and Nikon bodies are not able to do anything similar. Canon DSLRs have able since the late 2000s.
