Greetings Alpin,
Per the description you have provided, we would have suggested to send the EOS 7D camera to our service facility for repair but per review, our service facility is no longer able to repair this camera model. An alternative option would be to see if you may be eligible for the Canon Upgrade Program.
The Canon Upgrade Program option allows you to replace your current camera with a new or refurbished Canon camera at a discounted price. If you would like to take part in the Canon Upgrade Program, please call our Sales Department at 1-866-443-8002 from Monday - Saturday between 9:00 am to 9:00 pm ET. Let them know you have been working with email technical support and the Canon Upgrade Program was offered. Be sure to have your serial number for your camera available at the time of your call.

Your camera is faulty and needs service. There are a few private camera repair shops that can fix your 7D.
However, keep in mind how much a good used 7D can be bought for. Your repair needs to be less than that amount. Why repair yours when replacing is cheaper? Canon is, I believe, unique in the fact they offer you trade in value for your essentially broken camera on the purchase of a new model. Check that out too.

The only thing you might try is a full reset of the camera back to factory default.

It is a little different for each model so it is best to consult the manual. But the basic steps are in the Menus>Tools>Clear all settings and Tools>Clear all custom settings.
