Hello, I don't really know where to get help so I thought I'd post here. I recently got a Canon 1300D. I found that I can't change the shutter speed of the video, it's stuck on 30 and I found that you can change it by setting the 'movie exposure' setting to 'manual'. I can now change my shutter speed but enabling this setting prevents me to lock the exposure while filming.

That is what "Manual" means, you set the exposure manually and it stays at that setting until you change it. Manual setting overides the cameras auto exposure controls including exposure lock because you have initiated your own exposure lock.
